Im trying to start a business in Las Vegas .... order by home ... issue a permit?

My wife and I are looking for an affordable home based business. NO SCAMS, if you know what I mean.?
We have checked out several, most of them want your money and later after they send you all of the books n' stuff, they expect you to send them more money. We are not looking to make millions as some promise. Does anybody have any good web sites you can refer me to. Please remember, I can't afford to invest too much money and no scams.
I would recommend alot of research. Also, make a list of the things you and your wife actually enjoy doing - then search for businesses that will give you the opportunities to do those things.
